Good cop, proper use of force

A woman is stopped for a minor traffic infraction. She had a tail light out. The cop wrote her a ticket. In this area, a ticket for faulty equipment will frequently be dismissed if you get the equipment repaired. Instead, this woman decides to escalate the situation and rolls her window up on the cop's arm.

What follows is an example of why I think everyone will benefit from cops carrying body cameras:





The cop showed restraint, and this woman deserved to go to jail. Of course, she has filed a brutality complaint, and is claiming that she was arrested for "driving while black."

To the officer: You are a calm professional, and I support what you did here.

What requirement does a citizen have to roll the window down all the way?

In the absence of this requirement, how does refusing to roll that window all the way down constitute grounds for arrest?

Especially since there's gobs of videos the gun blogs are lauding where the driver is recording and not rolling the window all the way down.

Once she rolled it up on his fingers, yeah... I can see that being grounds.

The part leading to that is what I am curious about.

Because she has to sign the ticket. With the ease and speed of rolling the window up on his arm and driving away, while dragging him down the street, I understand why he wanted her to roll the window down.
