A paramedic in Texas was arrested for possession of a destructive device (a bomb) this past week. The evidence? The Feds claim he had in his possession (at his home) pipe, a canister of fuses, a lighter, a digital scale and a variety of chemical powders.
None of these items is a bomb, and they will not become a bomb unless assembled into one.
I have in my kitchen some flour, eggs, butter, milk, and sugar. That does not mean that I am in possession of a cake, unless you are the Federal government.

Anyone who hand-loads and has a cluttered garage is probably in "constructive possession" of an explosive device. Heck, you probably don't even have to hand-load... if you do enough stuff around the house, and have lived there long enough, there are probably several McGuiver's of bomb making supplies scattered throughout your house.
McGuiver(n): A unit of measurement roughly equivalent to the amount of odds and ends needed to improvise one clever device, surprising chemical reaction, or plot twist.
Yes, I am suggesting that reloaders are about to notice that they are the next target.
