Running out of troops- 26,000 may be the limit

 Now word is coming out that the Army is having trouble getting state Governors to commit to sending any more troops than they have already. The limit of what governors can or will send in National Guard troops is rapidly being reached. What next? Does the Pentagon begin using Active duty troops?

I'd like to read more about who is authorizing and paying for those troops... Are the states sending them (and paying them) or have they been federalized and requested by the President?
There are limits on what state activated troops can do, and in most cases they can't be issued Federally owned weapons.

From what I know, it appears that there are legal reasons that active duty troops can't be activated for this sort of things...

In the same way that we have found ourselves in essentially an 'extra-Constitutional' period - I fear that we are also likely in an 'extra-Law' phase of our history. Counting on Law for protection doesn't seem to be a wise choice at the moment....
