That's mind-boggling. The guy looks to be over 50 and has no idea of how many tons of ice it would take to weaken a storm or how many airplanes it would take to reverse the winds.
I remember in the '60s when they experimented with cloud seeding to cause hurricanes to break up. It never did work out
